Coalition for LNG Emission Abatement toward Net-zero- Sharing LNG project-level methane reduction measures –

Japan Organization for Metals and Energy Security (JOGMEC) announced to join the Coalition for LNG Emission Abatement toward Net-zero and pursue cleaner LNG supply chain by enhancing visibility of methane emissions.

On July 18, the United States of America, the Republic of Korea, Australia, the European Commission, and Japan signed a joint statement for supporting global methane abatement activities and GHG reduction throughout the LNG value chain at the LNG Producer-Consumer Conference 2023, which was co-hosted by Ministry of Economy, Trade and Industry of Japan (METI) and International Energy Agency. As a part of this initiative, METI and JOGMEC are working together to collect information on the status of methane emission management and emission reduction efforts for each LNG project and publish this information together with best practices under the “Coalition for LNG Emission Abatement toward Net-zero”, hereinafter “CLEAN” project. Through this program, we will pursue cleaner LNG supply chain by enhancing visibility of methane emissions.

CLEAN project is a public and private program. First, large LNG buyers, JERA of Japan and KOGAS of Korea will send a questionnaire to the LNG producers asking the status of methane emission management and emission reduction efforts for each LNG project. JOGMEC, Japanese public organization will support the program as a coordinator, by providing information platform to enhance visibility on LNG-related methane emissions and to disseminate best practices based on the collected questionnaire. In addition to collaborating with advanced international efforts to visualize methane emissions such as OGMP2.0, we will organically incorporate knowledge obtained from JOGMEC’s technology demonstration project conducting with producers in Indonesia and Malaysia and the second edition of CI guidelines published in June 2023. We hope that this CLEAN project will be expanded to other LNG buyers in the future.

(1)LNG buyers in Korea and Japan can lead the market by incentivizing LNG methane mitigation by LNG producers through a collective action to seek LNG methane leakage mitigation plans.
(2)JOGMEC provides a platform to collect methane reduction initiatives of LNG producers and create a globally aligned assessment of LNG producers by emission footprints.
(3)JOGMEC shares knowledge gathered through the methane reduction information collection process (e.g., best practices) and support methane reduction efforts of LNG producers.

In addition to widely introducing advanced methane emission reduction efforts by producers, JOGMEC will provide useful information for enhancing methane emission visibility for consumers to pursue clean LNG, thereby making clean LNG competitive. As a result, JOGMEC will strengthen activities that contribute to the cleanness of the entire value chain.
